A while ago I used OpenPlan (if memory serves); it had the ability to define organizations in a hierarchy of arbitrary levels of groups as well as the ability to specify skills of individual people.
When assigning a resource to a task one could assign a group (which would schedule someone/something in that group or subgroups, which ever made the most sense) or assign a skill (in which case the scheduler would assign an appropriate person with that skill who was available) or a specific person. Quite a cool feature.

Maybe the OOo database could be used to store such infos (and why not make it available for further topics) so that a search function can find the right person to assign to a task.
