The text of the page says that Java is not open source in opposition to

In the moment we are in agreement that we use use Java 1.3 API as a
common ground for any Java implementation is OpenOffice.org. So we
ensure that both, Sun Java runtime 1.4 to Java 6, and other free Java
runtime (like GNU classpath) can be used.
The older version of Sun's Java are kept under the same license as they
have been released, the change to OpenSource license applies for the
coming versions.
So since GNU Classpath has been proven for the use in OpenOffice.org and
the availibity of future version of Suns Java as OpenSource is given the
Controversy of Java in OpenOffice.org settled down.
I recommend the usage of either C++ or Java for an implementation, those
are most mature for development of UNO component in OpenOffice.org.
