Test failure happens when you run bin/mkdistro or do mvn clean package. Our
Jenkins builds are also failing with the same error. Happens locally also for
me. Even if you run from root dir, when tests are run for a child module
basedir becomes that of the child module. I am not sure how it works for you
unless you have hsqldb-oozie-site.xml somewhere else in your classpath.
