Description: Once Hadoop 0.23.7 is released, then bump up the pom versions
in hadooplibs/hadoop-0.23 dirs. Also fix the missing entry for hadoop-23 in the
assembly descriptor to create the tarball for required jars. (was: Once Hadoop
0.23.7 is released, and only if some Oozie-facing behavior failing with 0.23.6
is fixed with 0.23.7, then bump up the pom versions in hadooplibs/hadoop-0.23
