Description:
OOZIE-1209 introduced Events system in Oozie. Currently those job notification
events are generated only for Wf Jobs and Coord Actions. This JIRA extends
functionality of generating status events to Workflow Actions too.
In addition, this JIRA fixes minor bugs around:
(1) no parent id in WORKFLOW_JOB STARTED event. the workflow is started by
coord action.
