Attaching combo patch with Virag's changes (See Reviewboard) plus mine for
(a) bug fix - no duration_events for end-missed workflow_actions due to
exception handling
(b) failing unit test in above pre-commit build
(c) exposing lastModifiedTime getter in client side class SLAEvent, as it was
found to be useful while writing client event listeners
