No, this JIRA is to add high availability to the Oozie service itself.  

I'm guessing you're talking about NameNode HA?  If you've configured everything 
correctly, putting in the logical name should work.  If you still have 
questions, please take them to the mailing list (u...@oozie.apache.org) so we 
can keep this JIRA about Oozie HA.
