OOZIE-1486 consolidated each action's working files
(externalChildIds.properties, output.properties, stats.properties etc) from 4
to 1 (action-data.seq). However, we need to maintain backward compatibility and
read from these individual files too for long running jobs, if action-data.seq
is not found them.
