Throws NPE.

org.apache.oozie.servlet.BaseAdminServlet.instrToJson(BaseAdminServlet.java:345)
at
org.apache.oozie.servlet.BaseAdminServlet.doGet(BaseAdminServlet.java:119)
One will use sharelib.mapping.file or sharelib.system.libpath.
If sharelib.mapping.file is used there won't be any sharelib.system.libpath
created.
Will fix the NPE.
