I couldn't reproduce this mistake locally and on jenkins machine
but when i changed Thread.sleep(11) to Thread.sleep(4) i got the same mistake.
now i enlarged this unit to Thread.sleep(20)
This test check the poll from PriorityDelayQueue which is based on java 
standart DelayQueue.
The element is added to queue with delay.

TimeUnit.MILLISECONDS));

delay = 10 ms, so element should be available in queue after 10 ms.
after that

Thread.sleep(11);
assertEquals((Integer) 2, q.poll().getElement()); //NullPointerException

but probably sometimes 11 ms isn't enough to retrieve element
it's fluky bug and was passed in last few runs. It can happen because 
Thread.sleep(11) not exactly calculated in OS
