When checking LAST_ONLY I use the enum, not the String, so that shouldn't be a 
problem.  Unless I did one of the checks the wrong way?

I don't think we should merge OOZIE-1305 into this JIRA; this patch is big and 
complicated enough.  But it definitely makes sense to re-use the SKIPPED status 
I added for the NONE execution order.  Agree?
