Updated patch:
1. Use
'Services.get().get(HadoopAccessorService.class).createJobConf(hostPort)' to
get configuration
2. If the target property is null, we should return an empty string to avoid NPE
3. Update oozie-default.xml to enable both workflow and coordinator to use the
new function hadoop:conf()
