I did some checking on the internet, and i think even though these don't go 
away, they are the parent znodes for the actual znodes that are used as locks; 
it creates sequential ephemeral child znodes under that parent or something 
like that.  So I think the locks are actually released, they just leave behind 
some benign znodes that only take up space.

We probably should clean these up, and it looks like the correct way to do this 
is with Curator's Reaper.  We already have OOZIE-1906 for that, so I think we 
don't need this JIRA?
