The new patch changed the "poll" command to be a job action instead.  e.g 
{{oozie job -poll <job_id>}}.  

I tried to make it also be an argument for the -run and -rerun commands, but 
that was getting really complicated.  I think we'd have to have a different 
string (e.g. "poll" and "poll_arg") for the CLI parser to work right and a few 
other difficulties.  I propose we do it as a separate action like the new 
patch, and can try it also as an argument later if users ask for it.
