in coord:latest resolution, currently Oozie accesses HCatalog every time to
check existence of partition corresponding to each timestamp, which overloads
HCatalog server when no partition available and check all the way to
initial-instance. even worse, this could continue to happen every
CoordActionInputCheck interval.
This jira is to do latest check in batch to reduce access to HCatalog.
