Depends on if you want to make 2.4.0 as the minimum 2.x version. Alternatively,
its possible to build with correct hadoop-utils implementation by using:
./bin/mkdistro.sh -DskipTests -Phadoop-2 -Dhadoop.version=2.4.0
-Doozie.hadoop-utils.version=hadoop-3-4.2.0-SNAPSHOT. We can document that this
is the command if you are using hadoop >= 2.4
