Minor comments
1) oozie.service.RecoveryService.wf.actions.younger.than ->
oozie.service.RecoveryService.wf.actions.created.time.in.days . There is
already a wf.actions.older.than setting and it is confusing as that is for last
modified time.
2) Age of the actions which are eligible to be queued for recovery if they are
created after specified value, in days. -> Created time period of the actions
which are eligible to be queued for recovery in days.
