Values of CONF_PREFIX_WF_ACTIONS, CONF_PREFIX_COORD, CONF_PREFIX_BUNDLE
varibales should be referring to the CONF_PREFIX instead of
Service.CONF_PREFIX.
With Service.CONF_PREFIX those variables refer to the
oozie.service.coord....but in documnetion it has been asked to set the value
against oozie.service.RecoveryService.coord...... So the changeing the the
value of the parameter does take effect.
So these variables should refer to the variable CONF_PREFIX in their
declaration so changing the value of oozie.service.RecoveryService.coord......
will take effect.
