If we are going to hardcode property "hive.querylog.location", can you please
create different JIRA to track this.

We should allow setting properties like oozie.action.<actionType>.<property>.
This can be defined in oozie-default/site.xml and can be overridden by user.
Whoever want to set any property or override, they can do without making any
code change.
