Description:
Should queue CoordActionReadyXCommand immediately without delay
- if there is a coord concurrency change
- if the concurrency is set to 1 and the previous action finished.
Summary: Avoid coordinator start delays on concurrency change or
concurrency of 1 (was: Coord concurrency change command should trigger
CoordActionReadyXCommand)
