What if we do not keep oozie-default in build. From reference of oozie config 
doc "The oozie-default.xml file found in Oozie's conf/ directory is not used by 
Oozie, it is there for reference purposes only." . Looks like it is not 
available by default. If this is the case we will have wrong values if we do 
not keep oozie-default. Please check the doc:
https://oozie.apache.org/docs/3.2.0-incubating/AG_Install.html#Oozie_Configuration_Properties

I might be miss misinterpreting it.
