If you enable the Metrics instrumentation, it disables the regular 
instrumentation endpoint in favor of a metrics one.  When this happens, going 
to the instrumentation endpoint should result in a 503 error.  However, it's 
only doing that in the v2 endpoint; the v0 and v1 endpoints are resulting in a 
500 error instead.
