Few comments:
- Email action should fail with an error saying "Attachments are not
supported due to security restrictions". If users see no attachments in their
mail when they have configured it, they will assume it is an issue and start
reporting it.
- Change config name to be more explicit about the purpose. EMAIL_ATTACHMENT
= CONF_PREFIX + "attachments.enabled";
