As discussed in OOZIE-1724

we should allow specifying multiple hive-site.xml files, just like we do for
Hadoop site files and Spark config files. This way the HCat integration can be
work with multiple HCats.
However, to be backwards compatible, we'll need to allow the existing syntax in
{{oozie.service.HCatAccessorService.hcat.configuration}} as well as the typical
multi-config-file syntax.
