The test do this to check for the delay on the queued command:

assertTrue(queueDump.get(0).matches(".* delay=599[0-9]{3}"));

Basically, it checks that the delay is between 599000 and 599999. However, it
can sometimes be 600000 (which is what it starts out as), depending on the
timing.
