[~puru] and [~sriksun] , As I mentioned earlier, Right now the actions do not
have their own queue, We can separate out the command with the action and have
better control on Actions. We can have timeouts and pooling for all actions.
For same I created the jira https://issues.apache.org/jira/browse/OOZIE-2331 .
