The patch restores the original behavior by modifying the if statements in
{{LiteWorkflowAppParser}} and comments explaining what's happening in that part
of the code. It also adds some unit tests. It also adds back support for
global {{<configuration>}} and {{<job-xml>}} that was accidentally removed by
OOZIE-2187 as well.
