Rel-note: Change adds a new {{oozie-site.xml}} configuration property
{{oozie.email.smtp.socket.timeout.ms}} with default of {{10000}} (10 seconds),
to apply over all SMTP connections and socket work. Prior to this change,
timeouts were infinite.
