The OOZIE-2343 feature, when turned on, adds in HADOOP_CONF_DIR env-var pointed
to the directory with the duped XMLs in it. We should also apply an env-var for
YARN_CONF_DIR (Apache Spark for example looks for this outside of
HADOOP_CONF_DIR).
