It should be actionConf instead of distcpConf. Also you should write to
EXTERNAL_CHILD_IDS instead of output.properties. Refer PigMain. Can you open a
separate jira and change that for distcp and hive as well? That takes care of
setting the child ids for failed jobs as well.
