I am thinking, could it be the case when launcher submitted to the cluster and
server shutdown before updating the status?

I think it was useful before introducing killing existing job functionality
before launching the new job, It is to ensure that no two jobs are running
simultaneously.
I think if we dont think it is useful anymore.
