Attachment: OYA Scoping Doc 001.pdf
I've attached a non-prelim scoping doc ("OYA Scoping Doc 001.pdf"). It's
mostly the same as the 003 prelim doc, but with some things clarified (like no
DB changes) and some wording changed to be more definitive now that the design
is better fleshed out.
