Summary: Hadoop job check happens on only one host Oozie host

Job check still follows modulus operation. It means for a particular job, and
job check will always happen on one server.
This is not a good practice because we have noticed that sometimes a host will
have issues like nslookup or "Kerberos BAD TGS SERVER NAME". The job will never
recover because it will keep on running on the host which has issues.
