changes in OOZIE-2572-11.patch:
- Dropped the idea of showing delay values in decimals. All the delay values 
are in minutes now. 
- Since we have made durationDelay in minutes, I have changed some of the 
assertions in the test cases. Now, if duration miss is within one minute then 
it is considered as duration met.
- Actual duration for running job should be in milliseconds
- Corrections in the documentation.
