Patch looks good. Couple of minor comments on documentation.
  1)

  2) The newly added EL functions should be documented under 
http://oozie.apache.org/docs/4.3.0/CoordinatorFunctionalSpec.html#a6.6._Parameterization_of_Dataset_Instances_in_Input_and_Output_Events.
 Please move the examples from 
http://oozie.apache.org/docs/4.3.0/CoordinatorFunctionalSpec.html#a4.4._Frequency_and_Time-Period_Representation
 and add the 3 functions as new sections in 6.6 with a brief definition.
