Could you please explain a bit why {{log4j.rootLogger=NONE, none}} is necessary?
You forget to define the {{none}} appender in 
{{core/src/main/resources/oozie-log4j.properties}}.

Otherwise, it looks good to me. (verified logging on my local machine)
