In the abscense of anything better, I'd suggest simply dropping the
"oozie:launcher" part as that's now clear from the Application Type. i.e.
{noformat}
T={0}:W={1}:A={2}:ID={3}
{noformat}
This also has the advantage that if anyone is currently parsing this, it should
be easy for them to update, and might work with no changes depending on what
they're doing.
