This piece of code doesn't make sense:

You set a config property to true then immediately you check whether it's been
set. The same here:

Instead, we should think about how JavaActionExecutor worked before, that is,
why this value was "true". The method
{{injectLauncherTimelineServiceEnabled()}} should take care of this, but the
logic there depends entirely on Oozie properties. If that didn't change, it
makes me think that the property {{yarn.timeline-service.enabled}} used to
propagate into the Hadoop config that is prepared by {{HadoopAccessorService}}.
