Doesn't it seem weird to have users set 
{{oozie.launcher.mapreduce.<some-property>}} instead of 
{{oozie.<some-property>}}?  I know we need that for now for backwards 
compatibility, but eventually I would hope we could drop those; especially 
because mapreduce isn't involved anymore.
