I've created https://builds.apache.org/job/PreCommit-OOZIE-Build/ to actually 
run the precommit stuff and manually tested it on this JIRA.  It posted the 
previous comment so it's working!

I've filed INFRA-15045 to get OOZIE added to the JIRA filter for the 
[PreCommit-Admin|https://builds.apache.org/job/PreCommit-Admin/] job to kick 
off the 
[PreCommit-OOZIE-Build|https://builds.apache.org/job/PreCommit-OOZIE-Build/] 
job.  Once that's done, we'll be ready to go.

I've taken the liberty of disabling the existing jobs (which aren't running at 
the moment anyway because of INFRA-15033):
