[~pbacsko] setting {{oozie.service.CallableQueueService.queue.oldImpl=true}}
makes the unit test {{TestHAPartitionDependencyManagerService}} pass on current
{{master}}.
Reopening OOZIE-3160 with an amendment commit of only setting to the old
{{CallableQueueService}} implementation to avoid any noise, and closing this
issue.
