[~zuston] I have also encountered this unchanging jobId problem (I don't 
remember if it was a subworkflow or a top-level workflow). The documentation ( 
[https://oozie.apache.org/docs/5.2.0/DG_WorkflowReRun.html] ) also states the 
following: "Creates a new Workflow Instance with the same wfId." So it's most 
likely intentional.
