Building core from apache-opendal-core-0.59.2-src fails:
error: couldn't read `core/src/docs/../../CHANGELOG.md`: No such file or
directory
--> core/src/docs/mod.rs:34:9
core/core/CHANGELOG.md is a symlink to ../../CHANGELOG.md (added in #8223),
but the new packager (#8232) keeps symlinks as-is and does not include the
root CHANGELOG.md, so the link is dangling in every package that includes
core. 0.59.0-rc.1 shipped core/CHANGELOG.md as a regular file and built fine.
Adding the root CHANGELOG.md makes the build pass.
