What's the aim of it? I expected it to be a complete distribution of
openejb so people can work with the standalone server, but it's merely
a bunch of jars.

As to its content, the NOTICE.txt file reads:

  Please read the different LICENSE files present in the licenses directory of
  this distribution.

I've changed it, but it needs more work to list the entire set of jars
openejb uses.
