As noted in the doc "The listings above aren't necesarrily complete or perfectly ordered, but generally show the nature of the work done in each phase."
I.e. more is done than what is detailed there and what is detailed there isn't necessarily in that exact order. But it's close enough to try and give you a feel for how things are done.
