I took a look at some other apache projects. Httpd, derby and openejb keep a single status file in trunk. I haven't found another project which keeps archives, but that might just be from lack of looking.
As a compromise I'd suggest putting a status file in trunk where everyone will have access to it, and keeping archives (if we want to do so) somewhere else ie board instead of trunk/board. I like the idea of having the file available "automatically" when we checkout trunk.
