jar-file element in persistence.xml in Java SE type of environment?

The spec (see persistence_1_0.xsd) says /jar-file/ element is not applicable for non-container environment. Does OpenJPA support /jar-file/ element in persistence.xml in non-container environment? If yes, how does it locate those referenced jar files?
