The best way to see how to contribute is to look around the web site http://openjpa.apache.org to familiarize yourself with the project, download or check out the project, build it, see if there are missing features you might like to work on, see if there are any mising translations into other languages that would help, and look at the JIRA http://issues.apache.org/jira/browse/OPENJPA for issues that you can help with.
You can also subscribe to the user list to see what others are saying about openjpa.
