Policy or not, it's a good idea to require a CLA to grant write access to the wiki, and the PMC is authorized to implement this policy.
We can vote in wiki committers just as we vote in code committers. To keep track of these permissions, we can create an artificial group in asf-authorization for openjpa-wiki (which I will administer).
