ArgumentException cannot be used from openjpa-kernel code like
FetchConfigurationImpl, as that exception class resides in openjpa-persistence.
Also, there is existing code in openjpa-kernel and openjpa-lib that throws
IllegalArugmentException instances, so this is not a new behavior.
